The isv should be under the inlet manifold...

The isv should be under the inlet manifold plenum, if the connecting pipework is split then it can be difficult to hear any air leaks.

Isv should buzz with ignition on.

On old mk2 golf k-jets i used a sykes pikovant kit. Fitted inline with the meter head feed, with a gauge and a valve/tap....

Double check for any air intake leaks, also throttle body switches.

And as suggested check the csv.
