If it was claimed to the insurance company, it should have been cat B (cat A is when no parts are salvageable (exceeded flood or even tiny blood contamination or just badly smashed)) as parts are not available from the dealer. Plus there is no data basis for repairs of any vehicles above 20 years old in Audatex or Glassmatix.
If it's just private sale, the vehicle will never be subject to any categories.

I have noticed very recently that Tradition are showing a lot of new remade panels and mainly structural ones too. Complete new rear floor too.
May be lucky. No bonnet though.

The only panel that needs replacing is the Bonnet !! . Probably a good panelbeater could repair it
Even the front wing is perfectly straight , just wants prepairing and painting
The car was mint prior to its demise
It does not need a quarter panel
You are probably right ,it is worth more in bits but while it can be repaired it will keep another UR on the road

I didnt suggest it needed a quarter, that was purely an example.

As others have stated, the steel has been exposed to high temps so its no longer the same spec of material it was when it was made, the inner wing for example is all burned up, as is the firewall and these both have structural aspects to them, how do you propose to re heatreat those panels?
You cant, you could just repaint them and hope for the best but the strength they once had wont now be present, and since the cars been declared a write off itll never have the worth it did pre fire.
My ur's cost me absolutely thousands and its still not finished, partly due to me being a lazy bugger and changing the spec but quite a lot due to parts availability and costs, if you want to go there and genuinely re-comission the car then ill wish you all the best with it, if youre just out for a quick profit then youre in the wrong place.
Strip it for useful parts and get your money back that way id say.

I know these cars are well over 30 years old but by most people recent experiences you can look but you cant buy on audi tradition due to its payment system being more akin to a website built in the 1980s

Indeed, and the reproduction ones will probably fit like socks on a rooster.

The bottom line is - anything can be rebuilt and indeed rebuilt properly with enough skills and shillings. If we were looking at a Ferrari 250GTO it’d be a given that it would be rebuilt and properly. Sadly, Ur Quattros don’t command such value and will therefore be exposed to fiscal and talent limits and all of the fun that brings to the next poor unsuspecting sap.

With regard to Audi Tradition, if you make contact with 'Rickmeister' on the A2 Owners Club forum who orders from Audi Tradition in Germany and then splits and forwards parts orders to UK, you may be able to arrange something.
