Default Parking question

I got a parking ticket this morning for parking my scooter on an area of pavement seperated from the actual pavement my some railings.
Seems a bit complicated but there's basically a little triangle which runs alongside the road for about 10 feet then peters out while the actual pavement rises above the road level and back down on its own. "My" bit has no use for pedestrians etc and I use it to chain my scooter as being an oldie has zero security(/locks/indicators etc.) but normally leave it covered.

Does anyone know the situation for parking bikes? i.e. where you can and can't park...

I've obviously written the obligitory appeal letter

I spent yesterday in our Paris office and all I can say is that old Ken Livingstone would have a field day over there for parking! Chaos, but in a nice way really but adds to the ambiance. Apparantly the parking fines are a lot cheaper than actually parking in a proper car park.
Outside my office in London currently £2 for 20 mins I think !!!!!
