Sadine is a Pilchard and part of the Herring family. My guess is it may be something along the lines of packed line Sardines.
Packed, crammed

bear*, bunch, bundle, chock, cluster, congest, congregate, cram, crush, deluge, elbow, flock, gather, huddle, jam*, justle, load, mass, mob, muster*, overcrowd, pack, pack like sardines, pack ‘em in, pile, push*, ram, sardine , shove, squash, squeeze*, squish, stream, stuff*, surge, swamp, swarm, throng, top off, troop
