Other sources of irritating noises-
The metal concertina pipe contains a sleeve welded at the top end- hence the direction arrow. The concertina must be flexible, but it still needs to guide gases. The sleeve can break loose. It rattles inside forever more, or until the pipe/sleeve are removed.

Is changing the waste gate just a case of unbolting the 1 in situ and stick a replacement in, or does the replacement need to be set up ?

At a guess-
Setting up was originally done at factory. After 20 years, the wastegate spring is unlikely to be as it was at the factory, so I can't imagine anything needs to be done. If I was sure I needed to swap the waste gate, then unbolt, and replace. But it's a bit of a 'job', especially if the bolts are also 20yrs old. This Odd noise- it's only when you lift off the throttle, any speed, any RPM?

Yes,mostly but even when steady throttle is being applied it will also make these noises... but mostly coming off boost
Turbo was replaced a few years ago, not sure what / if anything was done to the waste gate or existing 1 was simply fitted to replacement ( factory ) refurbished turbo.

Wastegate is not integral or connected to the Turbo on these cars. wastegate at the rear end of the exhaust manifold , turbo in the middle, ish. Unless I'm thinking of the wrong car.
