Traced this down to fuse 12 in the fuse box which is drawing current all the time
Which is rear reading lights cigar lighter interior light and radio
I have checked at the reading lights it sitting at 5 volts all the time switched on or off bulbs in or out so seems to be on all the time ???
I have a manual well a few but none has current flow diagram for these reading lights

I managed to fix this
It was a bonnet switch
When car was stripped for paint the striker was not fitted to the correct hight for the bonnet close to push it down
So it was holding the relay on all the time
Adjusted the switch and ok now
Took 4 hours of stripping and checking all lights
Glad it's sorted
