I agree its got something to do with emissions as I'm reading references to Lamda and CO2 in the PDF docs. In Germany do you now have to have a CAT fitted in order to drive on the Autobahns? I wonder if its some kind of retrofit Lamda/emission controller?

Has it got a catalyst fitted?
My '85 90 quattro from Germany had retrofitted cat complete with lambda and all that. Think it has something to do with lower road tax in Germany for cleaner cars and enter the bigger cities is easier when the car is cleaner. My 90 had a green sticker (I believe) on the window so it was allowed in the city centre's.
