If the effect of the float is (say) moving the arm 10Deg BTDC at full chat, try setting the dizzy so its 10Deg ATDC at rest.
Then it will spin up to the "correct" position when you are encountering the flat spot.
If it cures it at speed, then look to replace or repair the dizzy.

Woudl it be possible to use washers to remove that float?
