It must be designed that way on purpose. I’ve just had another look at mine and I would swear that The large bolt will fit through the hole on my pulley. Yes it’s a tight fit but the big bolt does not hold the pulley to the gear.
Betting a beer to anyone who has pictures of them apart and can prove the big bolt won’t fit through the hole.
So it’s a win win...

You can see where the surface of the pulley has been damaged by the undoing of the small bolts. There is no damage-no scrapes at all-around the large centre bolt, so it must be possible to remove the pulley without removing that bolt.
Later cars and all 4 cylinder models had the ability to separate the pulleys as you say, unfortunately for whatever the reason this is not the case with the inline 5 unless someone has done a modification on yours.

As you can see from pic it is one lump of metal
