how did you test for the isv and cs valve for shorts

my idle is lumpy and up till having the cylinder head re-built used to pulse between 1000 - 1200 rpm. That's stopped now. I do have a multi-meter but was wondering if anyone could tell me any tests I could do also I here a relay clicking up under the dash when the engine changes tone at idle so was wondering if it may be the culprit

the car is a 3A engine 1989

BTW I used to have a 90 with the NG engine and it suffered from similar problems like yours and it turned out to be a faulty part somewhere on the metering head
