You will also get large variations from dyno to dyno depending on calibration factors etc.

Did you try the ignition timing the guy the built the engine suggested?

It is actually being tuned on a dyno, or just tested for output? I would have thought you want to keep advancing timing until MBT, then retard a couple of degrees for safety (whilst listening very carefully for knock).
