I suspect this is for new cars only?
In the USA there is Inspection Maintainence check that is basically a check of any error codes and to make sure the ECU has the same program as it left the factory: I think this "MOT" is down to 90 secs or so!

But yes - not allowing aftermarket tuners to mess with the ECU is one of the ideas - trying to keep all the emission control stuff working.
Think that's why some of the tuner companies offer a dongle to copy your original map and download it again (for the MOT)?
